2026 Projects Approved

City Council approved nine neighborbood-panel-recommended projects at an estimated cost of $395,261. These projects include:

About the Program

Neighborhood Safety Plan Map

The City Council authorized the Neighborhood Safety Program (NSP) in June 2014. The purpose of the Program is to bring neighbors and City staff together to improve pedestrian and bicycle safety in Kirkland. Since the program started, 88 projects have been completed (map linked(PDF, 1MB)).

Each year, there is a base total of $350,000 available for transportation-related capital projects citywide. A project itself must be under $75,000. Projects fall into the following categories:

  • Bicycle facility: Bike lanes or trails;
  • Crosswalks: New crosswalks, improved crosswalk ramps (ADA), and crosswalk islands;
  • Intersection Improvement: Signage, parking, and pedestrian "bump outs;"
  • Traffic Calming: Radar speed signs and traffic circles;
  • Walkway and Trail: Gravel trails, steps, curb, and traffic delineators; and
  • Streetlights: On existing utility pole or installing a light new pole.

Projects are restricted to City property, including streets, parks, community facilities, and the Cross Kirkland Corridor.

The program is a 7-month commitment, and projects are to be completed within 2-3 years thereafter.

How to Apply

The steps below highlight the annual process from Fall to Summer. The program is a 7-month commitment, and projects are to be completed within 2-3 years thereafter.

Step 1.Suggest a Project Idea

Residents can suggest a project idea via OurKirkland all year round. These ideas will be directly shared with Neighborhood Associations when the program begins in the fall.

Step 2.Organize with your Neighborhood Association

Once the Neighborhood Association reviews the past year’s OurKirkland submissions (shared by City staff), each Neighborhood Association is limited to three (3) idea submissions, each at a cost of no more than $75K.

The Neighborhood Association will identify a Neighborhood Project Coordinator, who has the following responsibilities:

  • Completing and submitting the project idea, and later on, the application;
  • Soliciting support for the project(s);
  • Attending the Project Conferences;
  • Working with City staff to keep the project on track during implementation; and
  • Serve as a panelist on the Project Evaluation process in the Neighborhood Association Panel.

Step 3.Attend a Project Conference

City staff, including project engineers and transportation experts, will meet with the Neighborhood Project Coordinator to:

  • Answer questions;
  • Report findings from site visit;
  • Refine project scope;
  • Develop low-medium-high cost estimates; and
  • Suggest alternate project ideas.

The Application is made available at the Project Conference.

Note that City staff require review time between the idea submission and conference to research the site-specific costs and scope with the current market. Construction, design, administrative, and other additional costs are included in the estimate.

Step 4.Submit your Application

Each neighborhood association can submit an Application at a maximum of two project applications less than $75K combined. If two projects are submitted, they will need to be prioritized. During the neighborhood panel phase, one project has been often approved from each neighborhood.

Step 5.Project Evaluation

There are two evaluation steps to select projects for the recommendation to the City Council (amassing to a score of 0-200 points). The evaluation criteria used by City staff and the neighborhood panel are listed below:

City Staff Panel – Technical Safety Criteria (0-100 points)(PDF, 234KB)

The City Staff is made up of an interdepartmental team who will evaluate the safety problem and viability of the solution of the project. Staff will also assess if the project completes a missing segment of important transportation network, addresses a recognized safety need, is consistent with adopted plans, and meets City standards.

Neighborhood Association Panel – Community Criteria (0-100)

This panel is made up of elected representatives from active Neighborhood Association. These panelists will evaluate the neighborhood and community benefit and support of the project. They will also assess if the project expands and/or strengthens the community, addresses a recognized safety need especially among vulnerable populations, and will result in a lasting, positive impact for the community.

Step 6.City Council Approves the Project Funding and Staff Award Bids

City staff will present the results of the evaluations to City Council during late Spring. Once the recommended projects are approved, City staff will add the projects into the Capital Projects schedule and go out to bid for a contractor to work on the project. The projects will go through a competitive bid and be awarded.
