Refund and Cancellation Policies

Refund and cancellation policy for recreation programs (effective 8/20/2025)

  1. To request a cancellation or transfer, please email us at eParks@kirklandwa.gov or call 425-587-3330.
  2. A 100% refund will be issued if the entire program is cancelled by the City. Individual classes that are cancelled due to instructor illness or emergencies may be made up the week following the end class, if the schedule allows. A prorated refund will be issued if the schedule does not allow for a make-up class. Make-up classes are not scheduled for swim lessons; public swim passes will be given out in lieu of refunds.
  3. A refund will be issued if a withdrawal request is made at least 14 days prior to the start of the program, less a $15 administrative fee. The fee applies to each program withdrawn.
  4. A 50% refund will be issued if a withdrawal request is made between 7-13 days prior to the start of the program.
  5. No refund will be issued if the request is made less than 7 days prior to the start of the program.
  6. No refunds are issued for programs costing less than $15, events, or ticketed programs. This includes 50+ events, preschool events, and ticketed teen and 50+ van trips.
  7. Transfers must be requested at least 5 days prior to the start of the program. A $15 fee applies. (Exceptions: progressive level transfers directed by program instructor.)

FACILITY CANCELLATION POLICY

Once a reservation is made, the Cancellation Policy applies. All cancellations must be made in writing (email is acceptable to eparks@kirklandwa.gov).

For Facility Use cancellations of Heritage Hall & the Centennial Gardens, North Kirkland Community Center, Peter Kirk Community Center, Marina Park Pavilion, picnic shelters, picnic areas, and the Peter Kirk Pool, the following apply:

  • 61+ days’ notice prior to reservation date, 100% of the Rental Fee paid will be refunded, less a Cancellation Fee
  • 30 to 60 days’ notice prior to reservation date, 50% of the Rental Fee paid will be refunded, less a Cancellation Fee
  • 0 to 29 days’ notice prior to reservation date, no refund will be issued.
  • Rental changes, if applicable, are subject to a $25 administrative fee. If a rescheduled rental is canceled, the original reservation date is used for the cancellation policy above.

Snow, Inclement Weather and Air Quality Policy

The safety of program participants and staff is the primary consideration when determining whether programs should be canceled, rescheduled, or modified due to inclement weather, excessively high or low temperatures, poor or icy road conditions, poor air quality, or other events which may jeopardize safety. The City of Kirkland typically follows the lead of the Lake Washington School District when determining cancellations during the school year. Outside of the school year, City staff will evaluate conditions and make the appropriate decision to cancel, reschedule, or modify programs.

To evaluate air quality, we use the Environmental Protection Agency's website www.airnow.gov, along with their interactive map and smoke map to factor in local sensor data. When air quality index (AQI) reaches unhealthy levels, outdoor classes and programs will typically be canceled, rescheduled, or moved indoors. The Peter Kirk Pool will be closed, and beaches will not be staffed by lifeguards. Refunds will be considered on an individual program basis but are not guaranteed.

If weather events or air quality disrupt programs, we will update our Inclement Weather Hotline at 425-587-3335 and we will post on our Facebook page, www.facebook.com/KirklandParks. We will not send individual emails for program updates. We appreciate your collaboration in staying informed by checking the Inclement Weather Hotline and our Facebook page for any announcements that may affect your program.

Waitlists

Waitlists will be started when a program reaches its maximum number of registrations. There is no fee to be put on a waitlist. If an opening occurs, waitlisted individuals will be contacted by phone or email. Invitation to register will be based on the order they were placed on the waitlist. If a customer is offered a spot from the waitlist, payment is required at the time of registration. If there is no response to the call or email, customers will be removed from the waitlist.

Resident and Non-Resident Structure

Kirkland residents receive priority registration and pay a resident rate for programs. Registrants who reside in Kirkland are considered residents. The City of Kirkland may request proof of residency.

Registrants who live outside of Kirkland are considered non-residents. Non-residents can sign up for programs when registration opens for non-residents and pay a non-resident rate for programs.

Health Guidelines

The health and safety of participants and staff is our top priority. To protect others from potential illness, recreation participants are asked to stay home when sick. If a child becomes ill while participating in one of our programs, we will notify the family. Depending on the severity of the illness, we may ask that the child be picked up as soon as possible.

Electronic Waivers

Electronic Waivers are available to sign after you complete the registration process. A link is provided by e-mail that will guide you through signing the waiver.

Title VI

Kirkland’s policy is to fully comply with Title VI of the Civil Rights Act by prohibiting discrimination against any person on the basis of race, color, national origin or sex in the provision of benefits and services resulting from its programs and activities. Any person who believes his/her Title VI protection has been violated, may file a complaint with the City. To request an alternate format, file a complaint or for questions about Kirkland’s Title VI Program, contact the Title VI Coordinator at 425-587-3011 or titlevicoordinator@kirklandwa.gov.
