What Is Youth Traffic Court?

Youth Traffic Court is an alternative method for juveniles age sixteen or seventeen to have their traffic infraction dismissed and not appear on their driving record. If eligible under RCW 3.72.010, participants will have the opportunity to explain the circumstances of their infraction to a Judge and Jury of their peers who would then give conditions to follow (e.g. community service and/or a fine up to $100).  If compliant with the Youth Traffic Court's conditions, the infraction is dismissed. If not compliant, the infraction is committed and reported to the Department of Licensing.

Eligibility

The juvenile:
  • Was sixteen or seventeen years of age at the time of the violation;
  • Has not had a prior traffic infraction referred to a youth court;
  • May not be under the jurisdiction of any court for a civil infraction or for a violation of any provision of Title 46 RCW or for unlawful transit conduct under RCW 9.91.025;
  • May not have any convictions for a violation of any provision of Title 46 RCW or for unlawful transit conduct under RCW 9.91.025; and
  • Must acknowledge that there is a high likelihood that he or she would be found to have committed the civil, traffic, or transit infraction.
The violation:
  • Was a non-criminal traffic ticket issued by an officer from one of the jurisdictions served by the Kirkland Municipal Court (Clyde Hill, Hunts Point, Kirkland, Medina Woodinville, or Yarrow Point); and
  • Was not issued in a school or construction zone.

Schedule

Youth Traffic Court is held in person on the first Wednesday of each month at 2:00 PM in Courtroom 2 at Kirkland Municipal Court.
