When is the Screen Available?

The screen is available for rent at events from 8:00 a.m. - 11:00 p.m.

The LED Screen is not available on the following City observed holidays:

  • President’s Day
  • Labor Day
  • Christmas Day
  • Martin Luther King, Jr Day
  • Veteran’s Day
  • New Year’s Eve
  • Memorial Day
  • Thanksgiving Day
  • New Year’s Day
  • Juneteenth
  • The Day After Thanksgiving

 

  • Independence Day
  • Christmas Eve

 

 

Rental Requirements 

The LED Screen is available for public rentals. A 4-hour minimum rental is required. The Screen may not be rented for longer than 8 hours.

Renters must be at least 18 years old.

    • $500 Damage Deposit
    • Damage deposit(s) will be fully refunded if no damage is noted to the equipment, and all policies have been followed. Approved damage deposit(s) refunds are processed within 10 business days from the event date.
  • Travel Fees
    • At the discretion of the Kirkland Parks & Community Services Department, the LED Screen may be rented outside of Kirkland City limits. Additional travel and mileage fees will apply.

     

How Do I Rent The Screen?

  1. Renters can submit an inquiry with their event details by completing an  LED Screen Inquiry Form. City staff will confirm availability, eligibility, and site suitability and follow up with the event organizer to reserve and pay.
  2. Reservations can be made up to 6 months in advance. Reservations must be made a minimum 60 days in advance of the event. Fees for screen rentals are due in full when the reservations are made.
  3. Upon reservation of the LED Screen, the City will enter into a formal rental agreement, which will outline the terms and conditions of the rental, including the specific benefits and obligations of each party and provisions for termination.

Please note that if you want to rent the LED Screen in conjunction with obtaining a City of Kirkland Special Events Permit for your public event taking place in Kirkland, submission deadlines and change requirements for your Special Event Permit supersede  those of the general rental of the screen. 

Cancellation and Change Policy

Cancellations must be made in writing (email is acceptable) to eParks@kirklandwa.gov

  • 60+ days’ notice

100% refund of Rental Fee and Damage Deposit (if paid), less a $25 Cancellation Fee

  • 31-59 days’ notice

50% refund of Rental Fee and 100% refund of Damage Deposit

  • 0-30 days’ notice

No refund of Rental Fee, 100% refund of Damage Deposit

 

A minimum of 31 calendar days’ notice is required for rescheduling. Once the reservation process has begun, any requests to change the date, rental time and/or scope of the event must be submitted in writing to eParks@kirklandwa.gov. A $25 Administrative Fee will apply.

Event Prohibitions

The City will not allow rental of the LED Screen to events or groups that are intended to be or give the appearance of being:

  1. Disparaging any person or class of persons.
  2. Promoting or inciting illegal, violent, or socially undesirable conduct.
  3. Related to tobacco products.
  4. Promoting illegal drugs.
  5. Related to adult or sexually oriented entertainment or materials.
  6. Related to gambling.
  7. Related to a religion or religious viewpoint. This prohibition does not preclude the City from renting the LED Screen to an event hosted by a religious organization that otherwise satisfies the allowable event criteria.
  8. Advocating for or opposing any political candidate(s) or ballot measure(s) in violation of RCW 42.17A.555.

The City shall rent the LED Screen at its sole discretion. The City may waive rental requirements and prohibitions with approval from the Kirkland Parks & Community Services Department Director.

My event is outside of Kirkland. Can I rent the screen?

Yes. Additional fees for travel will apply. Please call 425-587-3330 to discuss your event

Will I need to operate the screen?

No. City staff will transport, set up, and operate the screen for the duration of the event

Do I have the option of self-transporting the screen?

No. City staff must set up, monitor, and operate the screen

When will City staff arrive with the screen?

City staff will arrive 30 minutes prior to the start of the rental to set up the screen

What is the City staff responsible for during a rental?

  • City staff is responsible for transporting the screen and setting it up and disassembling it upon event end
  • City staff will help the organizer connect the video content to the screen
  • City staff will not provide event management services

How large is the screen?

The screen is 17’ wide by 10’ tall

 Do I need a special license to display copyrighted material?

 Yes, you will need to purchase a public use license. The City is not responsible for providing this use license or for verifying that it is obtained

How far away will I be able to see the screen?

The LED screen can be viewed from up to 300 feet away and from a 160 degree angle

Can you see the screen during the daytime?

Yes. The screen is developed to be visible during daylight hours

Do I need to provide a power source?

No, the screen is battery operated

What video or audio inputs does the Screen use?

  • Video inputs: HD-SDI, HDMI, DVI, Display Port, and VGA
  • Audio Inputs: XLR

Will sound be provided?

The Screen has on-board speakers included

What do I need to provide for the screen to be successful at my event?

  • The Screen is transported by a truck trailer, so staff need access to be able to back the trailer onto the site
  • A site plan is required during the application process to rent the screen. Staff will determine site eligibility
  • City staff require access to restrooms and water for the duration of the rental

Do I need a permit? What type of permit does my event need?

  • A permit may be needed for your event depending on your event location and details. Please see below for additional information on when a permit is needed:
  • If your event is a Special Event, Community Event, Film/Photography, or Block Party, information for these permits can be found at the Special Events page
  • If you're hosting a private gathering that includes a specific guest list, will not involve any advertising to the general public, and where business will not be conducted, you may be able to apply for a Facility Use Permit through our online reservation system at www.kirklandparks.net. I've applied for a special event permit for my public event being held in the City of Kirkland. How do the deadlines and other policies for the special event permit work with the deadlines for the LED Screen Rental?

If you are applying for a City of Kirkland Special Event Permit, you must submit your LED Screen Rental request and all event details at the same time as your initial special event permit application. The Special Event Permit deadlines and change policies supercede the standard LED Screen Rental timeline and change policies, so  we suggest that you do not wait for the regular 60-day rental window. All logistics, including screen rental, must be included in your Special Event Permit submission to ensure timely review and approval 

What happens if it rains?

The LED Screen is weatherproof to an IP67 rating and can withstand weather events. The City rents the LED Screen on the assumption that the event will proceed, rain or shine.  The City retains the right to cancel the rental for severe weather or unforeseen circumstances at any time. Rentals cancelled by the City will be eligible for a full refund. Event cancellations for weather initiated by the event organizer will be refunded in accordance with the Cancellation/Change Policy

What happens if I want to cancel the rental due to weather?

  • Event cancellations for weather initiated by the event organizer will be refunded in accordance with the Cancellation/Change Policy
  • In the event of inclement weather, the event organizer may reschedule the LED Screen rental to a later available date provided:
    • Notice of rescheduling due to inclement weather is provided in writing to the City 24 hours prior to the event start time; and
    • The rescheduled date is within 6 months of the original event date

What happens if the City wants to cancel the rental due to weather?

  • The City retains the right to cancel the rental for severe weather or unforeseen circumstances at any time
  • Out of an abundance of caution, LED Screen rentals will be cancelled if the weather forecast indicates sustained wind speeds over 15 miles per hour or wind gusts more than 25 miles per hour during the event
  • Cancellation of LED Screen rentals due to windy or inclement weather conditions will be determined on a case-by-case basis considering the site, local conditions, and/or forecast by City staff
  • Rentals cancelled by the City in advance of the event will receive a full refund. Rentals cancelled by the City after the commencement of the event will receive a pro-rated refund

What happens if the screen malfunctions?

Screen malfunction is extremely rare. The City is not liable for equipment malfunctions or technical difficulties. Pro-rated refunds may be issued due to technical difficulties or equipment malfunctions. The City will not be liable for any cost, damages, or delay caused, directly or indirectly due to technical difficulties or equipment malfunctions
