The City of Kirkland is providing a limited number of $1,000 - $10,000 rental relief grants to small Kirkland-based businesses to cover back rent on the commercial properties they lease. Details of the Kirkland COVID-19 Commercial Rent Relief Program (Program) can be found in the accordion below

Complete Intake Form

The Program uses federal American Rescue Plan Act (ARPA) dollars and requires the cooperation of both the landlord and tenant. The Program is available to commercial tenants and their commercial landlords. Commercial owners of residential properties are not eligible.

Due to the expected high demand for this limited funding, applicants to the Program who fill out Intake Forms will be randomly sequenced for award consideration through a lottery system.

Eligible Expenses

Program Funds may only be used as a payment against a small business tenant’s past-due rent due to COVID-19 economic hardship experienced between March 1, 2020, to September 30, 2021. Rental arears may include any foregone or forgiven base rent amounts from the time period that were negotiated by landlord and tenant and utilities as part of base rent, or that are owed directly to the landlord.

Program Funds will not pay for sales percentage provisions beyond base rent, triple net costs (taxes, insurance and maintenance, common area maintenance charges, penalties and/or interest.

Business/Tenant Eligibility Requirements

  • Leases commercial property in the City of Kirkland;
  • Has a current Kirkland business license (can obtain);
  • Business is open and intends to remain open;
  • Documented rent arears on its commercial lease between March 1, 2020, and September 30, 2021;
  • Documented revenue losses year on year at least equal to the documented unpaid rent;
  • 1-25 FTE employees;
  • Gross 2019 revenues less than $3M;
  • Is not: a) a publicly traded company; b) a governmental nor municipal entity; c) using the property for residential purposes (live/work properties may be eligible);
  • Did not receive any federal or other funding to cover lease payments for the period requested in the application;

Landlords

  • Must have a commercial lease with one or more tenants:
  • Must attest in writing to the lease arears amount documented by the tenant;
  • Must agree:
    • Not to evict the tenant for non-payment of rent for at least 30 days following receipt of grant monies;
    • To credit the tenant’s account with the amount equal to the amount of grant funds received;
    • To forgive accumulated late fees and penalties owed by Tenant for the period of time covered by the grant disbursement unless otherwise negotiated with tenant; 

Application Assistance

Language and cultural navigators are available to help access the City’s relief programs. This Program is partnering with community based organizations to provide technical assistance to prepare Intake Forms and Applications

  1. Check Your Eligibility: Review the eligibility guidelines to determine if your business meets all of the program criteria, check the documentation requirements (see Eligibility below).
  2. Complete the Intake Form
  3. Inform Your Landlord: Inform your landlord of your intent to apply for Program funds. Cooperation with landlord is required.
  4. Collect Documentation: Start to collect the required documentation (see Documentation below).
  5. Complete Application: After the lottery, you will be contacted by a community-based organization to complete the application and submit required documentation.
  6. Submit Application: Applications must be submitted through our community based partner(s).
  7. Wait for Notification: Once your application is approved, you will be notified and the City of Kirkland will mail a check to your landlord.

PROGRAM OVERVIEW

The Kirkland COVID-19 Commercial Rent Relief Program (Program) allocates $250,000 in initial funding from the Federal American Rescue Plan Act (ARPA) received by the City of Kirkland.

  • The Program is designed provides a limited number of $1,000-$10,000 grants to businesses and landlords meeting the criteria.
  • The Program goal is help relieve economic hardship and prevent small business evictions caused by loss of revenue during the COVID-19 pandemic by providing targeted rent relief to struggling small business tenants and commercial landlords
  • The program requires the cooperation of both the landlord and tenant.
  • The program is not applicable to commercial owners of residential properties, although live-work properties may apply.

The Intake Window: will be open for two weeks, and is anticipated to open Tuesday, October 5, 2021 at 8:00 AM PST and close on Tuesday, October 19, 2021 at 11:59 PM PST.

All applicants must submit an Intake Form on the City’s website. Those submitting Intake Forms will be contacted by the Program’s administrative partner who will assist with application preparation.

PROGRAM FUNDING

The Kirkland 2021 COVID-19 Commercial Rent Relief Program (Program) will provide $250,000 in an initial round of funding for small businesses and commercial landlords experiencing rent arears as a result of economic hardship from the COVID-19 pandemic. An estimated 25-75 grants ranging in value from $1,000 – $10,000 will be distributed to eligible applicants with payments made to the landlord. A maximum of $20,000 can be allocated to a single landlord, for benefit of at least two tenants.

    • To forgive accumulated late fees and penalties owed by Tenant for the period of time covered by the grant disbursement unless otherwise negotiated with tenant (grant funds do not cover these);

APPLICATION & SELECTION PROCESS

  • The Program is open to Kirkland business tenants meeting the Program criteria who have current Kirkland business licenses;
  • The Initial Intake Form must be completed online by the tenant and/or IAWW to initiate the application process;
  • Initial Intake Window will be open for 2 weeks;
  • Applicants may not request assistance to cover rent arears previously covered by federal or other funds;
  • Applicants will be sequenced by randomized lottery at the close of the Intake Window;
  • Once sequenced by lottery, applicants must complete the Application Form and compile the required documentation into a completed Application Packet (IAWW can assist);
  • IAWW will submit completed Application Packets on behalf of applicants who meet the Program criteria;
  • The Application Form must be signed by both tenant and landlord;
  • The Landlord Participation Agreement must be signed by the landlord;
  • The City will verify applicant eligibility;
  • Payments will be mailed approximately 10 days after application verification;
  • Payments will be made to the and landlord and mailed to the address on the landlord’s IRS Form W-9 or other specified mailing address.

  • I completed the intake form, now what?

    The City will be collecting intake forms for a period of two weeks. At the end of the intake window, the City will run a randomized lottery of the intake forms to sequence them for eligibility verification, application completion and potential funding. The City of Kirkland is partnering with community-based agencies to administer assistance to prepare all application packets. Once an applicant completes the intake form, staff will be notified and once the lottery is run, they will contact you through the contact information provided. In the meantime, applicants are encouraged to collect the required documentation needed to submit with their application.  

  • I don’t qualify for this program, is there anywhere else I can apply for assistance?

    Intake forms submitted for businesses determined to be ineligible for this program will be retained for consideration in potential future rounds of funding. The City has an up to date list of available assistance programs here.

  • I’m not sure I qualify for assistance. Who should I contact?

  • Do I need a Social Security number to receive assistance?

    The City received Coronavirus State and Local Fiscal Recovery Funds to administer this program. There are no restrictions based on immigration status to receive this assistance. Receiving assistance from this program will not impact noncitizens seeking admission to the U.S. or applying for lawful permanent resident status (green card).   • I don’t have a Kirkland business license, can I still apply?
    All applicants must have a current Kirkland business license to receive funding. Please visit the City’s business license page for more information.   • How soon will I receive assistance?

    Once the Intake Window is closed and the lottery is run, program staff will connect with applicants to complete the application, required documentation, and landlord agreement. Complete Application Packets will be forwarded by program staff to the City for eligibility approval and grant payment. Applicant and landlord participation will impact how quickly applications can be submitted to the City for payment. 

  • Who will receive the grant funds?

    The applicant does not receive the funds directly. Program payments will go to the landlord. Program staff will work with the applicant’s landlord to collect the required documentation in order to administer payment. There is a requirement for those receiving payment to notify the applicant within 5 days of receiving payment. 

  • Do I need to collect the documentation required from my landlord/financial institution?

    No. Applicants will include landlord information as part of the application process. Program staff will work with the landlord to collect the required documentation. The City encourages tenants to notify their landlord that they are actively seeking assistance. If a landlord or financial institution has questions, they can contact businesssupport@kirklandwa.gov  or (425) 587-3266. 

  • How can I expedite my application?

    Collect the required documentation after you submit the intake form so you can send to program staff when they contact you about the application and next steps. 

  • I’m not currently behind on rent, but will be next month, can I sign up now?

    No. This program is for commercial tenants currently behind on rent and/or utility payments. 

  • I am current on rent, but have other debt I need help with. Can I still receive a grant?

    No. This program is for commercial tenants currently behind on rent and/or utility payments. However, you may be eligible for potential rounds of future funding so you are encouraged to submit an Intake Form for review.

  • I received a notice to vacate/eviction notice, what should I do?

  • I already left my commercial unit but still owe unpaid rent. Do I qualify for assistance?

    Yes, if your previous living situation was in Kirkland and you are experiencing barriers to secure housing, you may qualify. 

  • My landlord has questions about the program, who should they contact?

  • I have received rent assistance since March 2020. Do I still qualify for this program?

Yes, so long as the assistance received is not duplicated. If you received assistance for May and June 2021, you would not be able to apply for May and June 2021 assistance through the City. You could apply for assistance for July through September 2021.
