City Attorney's Office

The City Attorney's office provides advice and litigation services to the City Council, City Manager, City departments and boards and commissions.  The office also interfaces with the City's insurance pool, the Washington Cities Insurance Authority (WCIA), and outside legal counsel.

Kevin has been the City Attorney since 2016.  He is a graduate of the University of Washington School of Law.  Kevin served for many years in both the private and public sectors.  He is an avid cyclist and trying hard to learn Spanish.

 

Stephanie Croll

Stephanie Croll has been with the City Attorney’s office since 2016.  She is a graduate of the University of Washington School of Law and graduated Magna Cum Laude from the University of Michigan.  Stephanie served for many years in both the public and private sectors.  For approximately 20 years before joining the City, she focused her practice on representing municipalities. 

Darcey Eilers

Darcey Eilers joined Kirkland in 2020, after working with our neighboring City of Bothell. Previously, she worked in private practice representing public entities and served in state and federal courts as a law clerk and staff attorney. She graduated from the University of Washington School of Law. She lives in the Kingsgate neighborhood with her husband, two young kids, and two dogs, hiking on the weekends, baking, and waiting for the day when ultimate frisbee resumes post-pandemic. 

Commissions

Salary Commission: As authorized by RCW 35.21.015, in 2005 the City of Kirkland established a Salary Commission to set the salaries of the Mayor and City Council Members. The Salary Commission is made up of three citizens who are appointed for staggered terms by the Mayor with the approval of the City Council.
