Evergreen Hospital Road Rehabilitation

The pavement surrounding Evergreen Hospital is experiencing some of the most significant wear in the City. This project will overlay or conduct a full-depth reconstruction of several key roadways around the hospital, improving roadway quality and decreasing future maintenance needs while enhancing safety and comfort for all travelers.

Closure begins Monday, August 31. NE 128th Street to be closed at least three weeks.

Area of work

Phase one begins a 24/7 closure along Northeast 128th Street at Evergreen Hospital.

  • NE 128th Street/120th Avenue NE intersection remains open.  Part of the eastern section of the intersection will be closed.  The partial intersection/roadway closure will extend up to the driveway entrance for the DeYoung Pavilion.  The north access driveway to the DeYoung Pavilion will remain open in Phase 1.
  • This intersection and the roadway leading to the transit center will be converted to concrete after the sub-base repairs.
  • This full road closure is expected for at least three weeks. Phase two will open westbound travel, but eastbound will remain closed.
  • Pedestrian detours will direct to open crossings. Two of the four crossings at the 120th Ave NE/NE 128th St intersection closed. 
  • Our contractor is addressing the most difficult component of this roadway reconstruction first, as it's very weather dependent and impactful to the community and medical services.  

Elements of the full project

• Repair and replacement of adjoining damaged concrete curb, gutters and sidewalks as well as installing accessible curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) at various locations with the project area.

• Concrete Intersection Conversion: 120th Avenue Northeast/Northeast 128th Street
• Overlay: 124th Avenue Northeast (Northeast 130th Lane to Northeast 132nd Street)
• Overlay: Northeast 130th Lane (120th Avenue Northeast to 124th Avenue Northeast)
• Overlay: Northeast 128th Street (Transit Center to 124th Avenue Northeast)

 

Daytime and Nighttime Work

Construction hours will vary depending on the operation and location.

Phase 1 begins with a full closure of the roadway with daytime work.  Nightwork is expected to begin in three weeks.

Night Work
The most disruptive work along 120th Avenue Northeast and Northeast 128th Street such as pavement removal and rehabilitation will occur overnight. During nighttime activities, crews will use best practices to reduce noise and light impacts to the surrounding community.

Day Work
Daytime work will occur for lower-impact operations and/or where nighttime work would not be appropriate. Daytime work will occur along Northeast 130th Lane to avoid disturbances to sensitive NICU patients at Evergreen Hospital.

 

Expected Traffic Impacts & Detours

Normal traffic patterns will be affected throughout the project corridor. Drivers should expect delays, detours, and reduced lanes depending on the phase of work.

Detours
• 120th Avenue Northeast, Northeast 128th Street, and Northeast 130th Lane will operate with one‑way travel during certain phases.
• Marked detours will guide travelers through/around the area.
• Each detour phase is expected to last no longer than two weeks.
•124th Ave Northeast will remain open to two-way traffic but will experience delays.

 

Driveway Access

Northeast 128th Street
• Driveway access will be maintained during daytime hours.
• Nighttime access will be limited, except for Memory Care & Assisted Living facilities, Totem Lake Heights and Evergreen Health's East Parking Garage which will maintain access at all times.
• (beginning Aug. 31) The Totem Lake Transit Center vehicle entrance and exit will experience restrictions during roadway reconstruction phase of eastbound Northeast 128th Street as well as the concrete intersection conversion at 120th Avenue Northeast/Northeast 128th Street.

Northeast 130th Lane & 124th Avenue Northeast
• Access will be maintained as much as possible.
• Short-term, temporary restrictions may occur during asphalt grinding and paving operations.

120th Avenue Northeast
• Access will be limited during nighttime construction.
• Driveway access will be maintained during daytime hours.

Updates & information

(September 3) -- Work is underway and NE 128th Street is closed from 120th Avenue NE up to the northern DeYoung Pavilion driveway.  The concrete intersection is expected to be poured next week and will remain closed into the following week for curing and surface preparation (relief joint saw cutting, temporary pavement markings, etc.)

(August 27) -- NE 128th Street will be closed for three weeks beginning Monday, August 31.  Patients and visitors should plan for extra time to reach their destinations at Evergreen Hospital.

(August 13) -- Work is expected to begin August 31 on NE 128th Street at 120th Avenue NE.  

(August 6) -- Work is expected to begin in August, with the first phase expected to close the eastern half of the intersection at NE 128th Street/120th Avenue NE and part of NE 128th Street going east.  Detours will be in place for vehicles and pedestrians.  Construction message boards and signs will alert the area of impending construction, and a project update mailer will be sent to a large portion of the region.

A Project Update mailer will be sent to you with project timelines  at the start of construction.  One-way travel with detours, night construction, pedestrian detours, and intersection disruptions are all expected. This is a substantial road project for 120th Avenue Northeast and Northeast 128th Street, and typical maintenance on the remaining streets.

(July 1, 2026) -- Council is expected to award the construction contract at its July 7 meeting.  Work likely to begin late-July.

(June 4, 2026) -- Project is out to bid, and once we have a contractor we can finalize a schedule. Work is likely to begin mid-to-late July.
