The Kirkland City Council has set aside funding to explore bringing a Tool Library to Kirkland.

A Tool Library is a shared resource where community members can borrow tools and equipment similar to how a traditional library lends books.

This initiative supports several City goals, including:

  • Expanding access to tools and equipment for community members
  • Reducing cost barriers for home, yard, and community projects
  • Supporting waste reduction and sustainability
  • Encouraging a culture of sharing and community connection

The City is pursuing this initiative to allow community members to complete projects without needing to purchase or store tools they use infrequently. Community insight will help shape what this resource becomes.

Background

The concept of a Kirkland Tool Library has been of interest to Councilmembers for years. On December 9, 2025, the Kirkland City Council approved the 2025 Year-End Budget Adjustments (memo link), which included start-up funding for a Tool Library.
This one-time funding is intended to support the launch of a Tool Library that would:

  • Lend tools and equipment to community members who may lack the space or resources to own tools
  • Operate independently from the City (the City would not run the Tool Library)
  • Become financially self-supporting over time through membership fees or similar model

To find an operator for a Kirkland Tool Library, the City plans to open a Request for Proposal (RFP) bid process in mid-2026. 

Current Work

The project is in its early stages.

The City has issued a Request for Proposals (RFP) for organizations or individuals interested in operating a potential future Tool Library. An RFP is a formal invitation for applicants to submit their plan for how they would manage and implement the project. The document includes the project scope, expectations, submission requirements, and evaluation criteria.

Anyone interested in applying is encouraged to review the full RFP and consider submitting a proposal. All information needed to prepare an application is included within the document. You can find the RFP on the Doing Business with the City webpage. Proposals are due June 30, 2026.

Additionally, City staff are currently:

  • Reviewing potential operating models
  • Evaluating partnership opportunities
  • Exploring potential locations
  • Identifying community needs
  • Outlining next steps for community engagement

City Council Presentation - May 5, 2026

On May 5, 2026, Staff presented to City Council an update on the Tool Library Initiative. 

At the meeting, City Council reviewed and provided feedback on the Request for Proposals process.

Opportunity Event - March 31, 2026

On March 31, 2026, staff convened an information gathering session with community partners and interested organizations. Staff invited 123 individuals, with 18 registering in advance and 19 attending. The City opened the session by outlining the purpose of the meeting, providing background on the City’s interest in supporting a community tool library, and sharing Council’s vision for the program as expressed by Councilmember Amy Falcone.

Staff then welcomed Josh Epstein, Executive Director of Seattle REconomy’s NE Seattle and Shoreline Tool Libraries. Mr. Epstein presented an overview of their operations, community benefits, revenue and expense considerations, possible operational models, and related resources. A key helpful resource Mr. Epstein highlighted for Tool Library operations was the Library of Things Toolkit website.

Following his presentation, City staff shared information about potential City funding, the Council’s requirement to approve a plan, and an estimated timeline for selecting an operator. Engagement during the session was high, with more than 20 questions asked during the Q&A portions and additional small‑group conversations occurring organically among participants. This feedback provided valuable insights into community interest, operational considerations, and partnership opportunities for a future tool lending library in Kirkland. Staff also collected a survey from attendees regarding their desired level of involvement.
