Darcey joined Kirkland in 2020 and was promoted as the City Attorney in 2024. She is a graduate of the University of Washington School of Law and Western Washington University. She lives in the Kingsgate neighborhood with her children and dogs and is an ultimate frisbee enthusiast.

Stephanie Croll has been with the City Attorney’s office since 2016.  She is a graduate of the University of Washington School of Law and graduated Magna Cum Laude from the University of Michigan.  Stephanie served for many years in both the public and private sectors.  For approximately 20 years before joining the City, she focused her practice on representing municipalities.

Kevin joined the City Attorney’s office in 2024. He is a graduate of Notre Dame Law School (South Bend, IN), Regent College (Vancouver, BC), and Western Washington University. He lives in Kirkland’s Norkirk neighborhood and is an avid cyclist and amateur bike mechanic.

Ryan joined the City Attorney’s office in 2025. He is a “double dawg” graduate of the University of Washington where he earned both his bachelor’s and his law degree. Prior to joining the City, he served the State of Washington for six years as an Assistant Attorney General. Ryan lives in Juanita with his partner and spends his free time cooking, writing music, and finding the best spots in town to watch turtles.

Salary Commission: As authorized by RCW 35.21.015, in 2005 the City of Kirkland established a Salary Commission to set the salaries of the Mayor and City Council Members. The Salary Commission is made up of three citizens who are appointed for staggered terms by the Mayor with the approval of the City Council.
