City Attorney's Office

The City Attorney's office provides advice and litigation services to the City Council, City Manager, City departments and boards and commissions. The office also interfaces with the City's insurance pool, the Washington Cities Insurance Authority (WCIA), and outside legal counsel.

Darcey joined Kirkland in 2020 and was promoted as the City Attorney in 2024. She is a graduate of the University of Washington School of Law and Western Washington University. She lives in the Kingsgate neighborhood with her children and dogs and is an ultimate frisbee enthusiast.

Stephanie Croll has been with the City Attorney’s office since 2016.  She is a graduate of the University of Washington School of Law and graduated Magna Cum Laude from the University of Michigan.  Stephanie served for many years in both the public and private sectors.  For approximately 20 years before joining the City, she focused her practice on representing municipalities.

Kevin has served for eight years as the City Attorney and is now Of Counsel. He has practiced law in the public and private sectors. Kevin is a graduate of the Huxley College of Environmental Studies, Western Washington University (B.S.) and the University of Washington School of Law (J.D.)

Commissions

Salary Commission: As authorized by RCW 35.21.015, in 2005 the City of Kirkland established a Salary Commission to set the salaries of the Mayor and City Council Members. The Salary Commission is made up of three citizens who are appointed for staggered terms by the Mayor with the approval of the City Council.
