Council to Hold Public Hearing on Houghton Village Development Plan

KIRKLAND, Wash. – The Kirkland City Council will hold a public hearing on the draft Houghton Village Development Plan at its November 18, 2025, Council meeting. The Council is expected to consider adopting the Development Plan at its December 9, 2025 meeting. A public hearing on the Houghton Village Development Plan is required by the City’s Comprehensive Plan.  

The public hearing on November 18 is one way community members can provide feedback on the draft Development Plan. Community members can also provide feedback to the City Council by any combination of the following: 

  • Submit feedback to the City Council through Our Kirkland.   

  • Provide verbal testimony during Items from the Audience on December 9 by attending virtually or in-person. Details about how to attend are available on the Council webpage

  • Contacting individual Councilmembers via their listed contact information on the Council webpage

The fundamentals of the Development Plan remain the same as what has been published on the City’s website for the last few months. The related Ordinance and other administrative sections of the Development Plan will be published with the City Council meeting packet on Friday, November 14 on the City’s website.  

It is important to note that the Development Plan does not authorize any specific proposals or redevelopment of the site at this time.  Rather, it is being considered as a means to guide future development of the site. At the November 5, 2025 Council meeting, the City Council indicated an interest in exploring selling the property. The current zoning of the property allows for three stories. The draft Development Plan would allow for up to five stories if certain public benefits are met.
