Truc leads the Public Works Department after serving two years as Kirkland’s Human Resources Director. In that role, she helped negotiate six collective bargaining agreements with the City’s labor unions; spearheaded the effort to provide affordable, accessible, and quality childcare benefits to Kirkland Employees; and led an inter-departmental team to create Kirkland’s Career Development Program.
A Southern California native, she came to the City of Kirkland with more than 20 years of diverse experience in public sector executive management, public health, and communications. She has built teams to tackle emerging vector-borne disease threats and designed media and outreach campaigns to educate high-risk communities across the country.
Truc served as a board member for California’s Employment Risk Management Authority, which provides employment practices liability coverage and risk management training to the state’s public entities. Truc spent 8 years as the first female general manager of one of the largest vector control districts in the country, serving more than six million residents across 36 cities in Los Angeles County. She holds a master’s degree in public administration and is a proud UCLA alumna.
