Public Notice for Temporary Use Permit - Homeless Encampment
Homeless encampments are permitted within the City limits of Kirkland, subject to the regulations and restrictions found in Kirkland Zoning Code (KZC) Chapter 127. KZC 127 limits the duration, size and location of homeless encampments, and requires adherence to a Code of Conduct.

Location: 106 5th Avenue (Kirkland Congregational Church Parking Lot)
Proposal: The applicant, Camp United We Stand, is proposing to locate a homeless encampment in the existing parking lot of the Kirkland Congregational Church. Screening around the perimeter of parking lot is proposed. Provisions for encampment members include: dedicated parking stalls, bathroom and shower facilities, and member check in.
Duration: May 5, 2025 - August 5, 2025
Conditions: Standards in KZC 127.25.2 will be conditions of an approval.
