The City of Kirkland has partnered with the nonprofit King County Sexual Assault Resource Center (KCSARC) to provide a dedicated full-time sexual assault legal advocate for victims of sexual assault in Kirkland. This partnership is a pilot program funded through December 31, 2026 at which point it will be evaluated by the Kirkland City Council.

Kirkland's dedicated sexual assault legal advocate, Hua Goldstein is available in person at City Hall on Tuesdays, Wednesdays, and Thursdays, and remotely on Mondays and Fridays. What is KCSARC?

KCSARC is a community-based nonprofit organization specializing in comprehensive sexual assault victim support. Their services for survivors and their families include a 24-hour Resource Line at 1.888.998.6423, legal and medical advocacy, trauma-focused therapy, family support and connections to additional community resources.  All services are confidential, most are free, and cost is never a barrier to therapy services. All services are available in English and Spanish, and legal advocacy is also available in Mandarin. Support via language assistance is available to victims seeking help in any other language. By contracting with KCSARC, the City is able to offer free and confidential support for sexual assault victims, and immediate access to KCSARC’s comprehensive wrap-around services. What Resources are Available?

Throughout this pilot program the legal advocate will attend interviews, hearings, and trials, provide emotional support, inform victims of their rights, and provide guidance to victims for access to financial and legal assistance. Victims of sexual assault have the right to referral to a community sexual assault program like KCSARC upon reporting to law enforcement and medical personnel. However, reporting to law enforcement is not required in order to access KCSARC services. The KCSARC legal advocate empowers adult survivors with information to help them decide whether that is right for them and can assist with reporting if that is the survivor’s choice. This pilot program establishes clear referral protocols between the advocate and the Kirkland Police Department (KPD), ensuring victims receive the immediate and highest level of support, care, and guidance throughout the entire criminal justice process.

Through directly contracting for KCSARC’s services, the advocate is also able to provide victims access to all KCSARC’s community services, including the 24-hour Resource Linetrauma-focused therapy, and culturally responsive programs such as “Dando Voz” (Giving Voice) for Spanish-speaking clients. Equitable access to these services ensures inclusive and responsive support, ensuring all victims, regardless of their background or identity, can receive support navigating the court system during a traumatic time in their lives. A list of additional resources available on KCSARC's website can be found here.
