City Hall for All is a nonpartisan and non-political event. As such:

• Political campaigning is not permitted. No person or group may engage in electioneering, campaigning, or active promotion of any candidate, campaign, or ballot measure on-site during the event.
• Demonstrations and protests are not permitted as part of the event. Per RCW 42.17A.555 and City event policies (APM 2-5, 2-6, and 2-7), demonstrations—whether in favor of or in opposition to candidates, political parties, or ballot measures—are not allowed within the event perimeter.

Candidate and Campaign Conduct

Elected officials, candidates for public office, and campaign representatives are welcome to attend the event as members of the public, but must comply with the following expectations:

• No distribution of campaign materials. Flyers, signs, buttons, stickers, clothing with slogans, or any promotional items related to a political campaign or ballot measure may not be distributed or displayed.
• No formal speaking opportunities or appearances as a candidate. Candidates may not be introduced or speak in a campaign capacity during the event program.
• No candidate booths or tables. Booths or displays promoting specific candidates, political parties, or ballot issues will not be allowed on City property during the event.
• Personal conduct. Candidates may interact with the public informally but must avoid behavior that could be interpreted as campaigning, including handing out business cards, initiating political conversations, or organizing supporters to approach attendees.

The following entities are eligible to host a table during the event:

1. City of Kirkland Departments and Related Government Agencies: This includes internal City departments, programs, and other public agencies and organizations.
2. Funded Community Service Partners: This includes formal organizations that receive City funding to deliver community services in areas such as housing, public health, human services, environmental services, and equity.
3. Welcoming Certification Support Organizations: This includes organizations actively supporting the City’s efforts to achieve and maintain its Welcoming Certification—through programming, outreach, or capacity-building.

The City Manager or designee may determine table eligibility based on the event’s core purpose.

To ensure a welcoming and comfortable environment for all attendees:

• Groups over 10 individuals are encouraged to contact the City’s Senior Community Engagement Coordinator at least one week prior to the event to discuss logistics and ensure adequate accommodation.
• Coordinated group attire or signage related to political movements or campaigns is not permitted as it may be perceived as an organized demonstration or campaign activity.
• The City reserves the right to ask groups to disperse if their presence interferes with the intended nonpartisan, inclusive spirit of the event or creates a safety or access concern.

City staff will monitor compliance throughout the event. If a person or group fails to comply with this policy, they will receive a warning. Continued violations may result in removal from the event.

The City reserves the right to deny future participation in City-sponsored events to individuals or groups who do not follow these guidelines.
