City Hall for All
In alignment with Welcoming Week, the City of Kirkland is hosting its annual City Hall 4 All (CH4A) event at Kirkland City Hall (123 5th Ave.) to celebrate the work in communities to become welcoming places for all in Kirkland. This year, City Hall 4 All will be celebrated on Saturday, September 19 from 12 - 4 p.m.

Inside City Hall
Inside City Hall, passersby can find:
- Open City Services: Typically, only open during the weekdays, get City services done this Saturday. Apply for a passport (by appointment only), apply for pet licenses, or pay utility bills on site.
- Story Time with the Mayor and Library Board: Join Mayor Kelli Cutis and the Kirkland Library Board for a fun children’s book reading and free book swap in the Council Chambers.
- A Fixer Fair by Seattle Reconomy: Bring your clothes to mend holes and sew buttons, and small appliances to fix, like lamps, radios, toasters, and more.
- Young Palette Art Exhibit: In the hallway, enjoy over 30 art pieces from young artists in grades K-12 from local schools located in Redmond, Kirkland, Bellevue, and Mercer Island.
Truck-a-Palooza
Over 16 different cars and trucks will be parked along 5th Avenue between 1st and 2nd Street for all to enjoy.

Blood Drive
In collaboration with Bloodworks Northwest, City Hall for All will have a blood drive mobile parked along 5th Avenue with the rest of the big trucks! Appointments are required for the best possible donation experience. Same-day appointments available at most locations. Photo ID required.

For safety, we kindly request no visitors under 16 inside the blood mobile. Eat a hearty meal and drink plenty of fluids prior to donation.
NEW Children's Business Fair
Young business owners ages 5-12 are invited to set up their own booths, showcase their products and services, and practice the art of selling to the public. Whether your child makes crafts, offers a service, or has invented something totally original, this is their chance to shine in front of thousands of Kirkland neighbors! It's hands-on, it's fun, and it's real — because the best way to learn business is to do business.

NEW Mini Belonging Parade
To further celebrate the many unique communities that make up Kirkland, the Lake Washington High School Marching Band and cultural performers will lead the Mini Belonging Parade at 2 p.m., looping around City Hall. Attendees are encouraged to pick up decorations and giveaways at participating booths beforehand and join the parade on foot, by wagon, or by stroller. No registration is required. Just show up and jump in!
Event Guidelines
City Hall for All is a public, family-friendly event designed to foster civic engagement, cultural inclusion, and dialogue between the City and the community. Kirkland prides itself on being a respectful, welcoming community where everyone feels that they can belong at the event. To maintain the integrity, inclusiveness, and nonpartisan nature of this City event, the following guidelines outline expectations for the conduct of all attendees.
Political Campaigns & Candidates
City Hall for All is a nonpartisan and non-political event. As such:
- Political campaigning is not permitted. No person or group may engage in electioneering, campaigning, or active promotion of any candidate, campaign, or ballot measure on-site during the event.
- Demonstrations and protests are not permitted as part of the event. Per RCW 42.17A.555 and City event policies (APM 2-5, 2-6, and 2-7), demonstrations—whether in favor of or in opposition to candidates, political parties, or ballot measures—are not allowed within the event perimeter.
Candidate and Campaign Conduct
Elected officials, candidates for public office, and campaign representatives are welcome to attend the event as members of the public, but must comply with the following expectations:
- No distribution of campaign materials. Flyers, signs, buttons, stickers, clothing with slogans, or any promotional items related to a political campaign or ballot measure may not be distributed or displayed.
- No formal speaking opportunities or appearances as a candidate. Candidates may not be introduced or speak in a campaign capacity during the event program.
- No candidate booths or tables. Booths or displays promoting specific candidates, political parties, or ballot issues will not be allowed on City property during the event.
- Personal conduct. Candidates may interact with the public informally but must avoid behavior that could be interpreted as campaigning, including handing out business cards, initiating political conversations, or organizing supporters to approach attendees.
Eligible Table Participants
The following entities are eligible to host a table during the event:
- City of Kirkland Departments and Related Government Agencies: This includes internal City departments, programs, and other public agencies and organizations.
- Funded Community Service Partners: This includes formal organizations that receive City funding to deliver community services in areas such as housing, public health, human services, environmental services, and equity.
- Welcoming Certification Support Organizations: This includes organizations actively supporting the City’s efforts to achieve and maintain its Welcoming Certification—through programming, outreach, or capacity-building.
The City Manager or designee may determine table eligibility based on the event’s core purpose.
Attendance by Large Groups
To ensure a welcoming and comfortable environment for all attendees:
- Groups over 10 individuals are encouraged to contact the City’s Senior Community Engagement Coordinator at least one week prior to the event to discuss logistics and ensure adequate accommodation.
- Coordinated group attire or signage related to political movements or campaigns is not permitted as it may be perceived as an organized demonstration or campaign activity.
- The City reserves the right to ask groups to disperse if their presence interferes with the intended nonpartisan, inclusive spirit of the event or creates a safety or access concern.
Enforcement
City staff will monitor compliance throughout the event. If a person or group fails to comply with this policy, they will receive a warning. Continued violations may result in removal from the event.
The City reserves the right to deny future participation in City-sponsored events to individuals or groups who do not follow these guidelines.
