2019 Solid Waste Program Accomplishments
Outreach and Public Education

  • Outreach booths at the City Hall for All Sustainability Fair, Kirkland Urban QFC, and the Summer Concert Series
  • Offered month-long Green Home Challenge email course
  • Encouraged waste prevention by co-hosting two free talks about zero waste at the Kirkland Library

Business and Multifamily Assistance

  • Expanded participation in commercial and multifamily organics programs
  • In partnership with consultant Cascadia Consulting, conducted outreach and distributed over 250 recycling containers to individual units at 10 multifamily properties
  • Contracted with Cascadia Consulting to visit 193 restaurants to promote participation the EnviroStars Green Business Program
  • Implemented Ecology Food Share Grant with Lake Washington School District to reduce wasted food at lunchtime at elementary schools in Kirkland


  • Adopted the 2019 Comprehensive Solid Waste Management Planlinks to external site
  • Adopted an ordinance requiring recycling service for all commercial customers
  • Presented a report (pdf, 740kb) and options to Council to reduce the use of expanded polystyrene food service products and single-use service ware
  • Developed internal purchasing policy requiring the use of approved compostable food service ware

2019 Recycling and Waste Reduction Events and New Service Offerings

  • Provided options for recycling challenging items at two residential recycling collection events
  • Helped residents shred in an environmentally-friendly way by hosting two confidential material shredding events
  • Offered Styrofoam and plastic film recycling at ten StyroFest events
  • Utilized Waste Management summer interns to hold a neighborhood recycling collection event in north Kirkland
  • Promoted reuse and fostered community exchange at the 4th annual Halloween Costume Swap
  • Piloted public composting on Park Lane with student group
  • Implemented free, unlimited yard waste extras in November

2020 Highlighted Work Plan Items

  • Prepare a supplemental report and proposed ordinance for Council regarding an Expanded Polystyrene / Single Use Food Service Product Reduction Policy
  • Participate in the siting process for a Northeast Recycling and Transfer Station
  • Assist with implementation of the Sustainability Master Plan
  • Continue to develop and implement internal waste reduction policies for City facilities
  • Help promote State-wide used paint product stewardship program
  • Participate in LWSD sustainability advisory committee and Northwest Product Stewardship Councillinks to external site Steering Committee
  • Partner with UW Bothell to provide opportunities for student engagement and learning while gaining assistance on special projects
  • Conduct a customer programs and services awareness survey
  • Outreach to businesses with no or limited recycling service
  • Implement an expanded business assistance program to aid Kirkland businesses in reducing waste and recycling more
  • Continue to assist multifamily properties in gaining access to recycling resources and food scrap compost service
