PARK-LANE-bricks-east-blockUpdate (June 29) -- Kirklanders will get their first chance on July 6 to observe how cars, pedestrians and cyclists will share Park Lane’s curbless, brick-lined surface. That’s when the renewed street re-opens to drivers. The general contractor will finish its last task—replacing Park Lane’s street lights and hanging a canopy of string lighting—shortly thereafter. In the meantime, Kirkland’s shoppers, diners, pedestrians and cyclists continue to enjoy Park Lane’s brick-lined streetscape. The west block opened to foot and bicycle traffic May 29. 
Residents continue to rave about the new Park Lane as crews near completion on its renovation. Marshbank Construction is finishing the east block's brick paver surface and awaiting the permanent street lights that will replace the temporary street lights currently installed on Park Lane. Those temporary lights are actually destined for Northeast 85th Street later this summer.
Marshbank Construction has installed benches and tables, the permanent fence for the lake-protecting bio-retention devices. The contractor has also installed half of the 16 bicycle 'hoops' that will offer 32 bicycle parking spaces throughout both blocks of Park Lane.

The City of Kirkland awarded Marshbank Construction with a $2.3 contract on Dec. 9 to complete the Park Lane redesign. Marshbank's $2.3 million bid was the lowest bid of a dozen submitted by contractors on Dec. 2, 2015.


Park Lane's project staff, Perteet's design consultants and the community have devoted much of 2014 to determining all of the specific details that will restore Park Lane's walkability and better protect Lake Washington from the stormwater that drains directly into the lake every time it rains.

To help pay for these improvements, the City of Kirkland received two grants since 2012 that, combined, will pay for $1.6 million of the project.

The Washington State Department of Ecology on May 10, 2012 awarded the project $739,000. The Transportation Alternatives Panel awarded the project $857,439 Dec. 5, 2013 to encourage downtown walkability.

Tree roots are buckling sidewalk panels, which creates tripping hazards and erodes the street's walkability. The water main is seven decades old. And the stormwater system gushes polluted stormwater directly into Lake Washington.
In response to these challenges, the 2008 - 2013 Capital Improvement Program allocated funding to study how to improve the corridor and create a comprehensive street plan based on community feedback.
The City in 2008 began work with property and business owners and members of the public to create a community vision and configuration of what pedestrian-friendly features and amenities should be integrated with future development along the corridor.

Stakeholder visioning workshops produced the following Guiding Principles and helped in the creation of a consistent vision for the future of Park Lane:

  • Develop visual connections along Park Lane (consistent with the long term goal of connecting the Park to the Lake Washington waterfront)
  • Enhance Park Lane as a regional destination 
  • Encourage economic vibrancy and diversity
  • Ensure equitable access for all
  • Create high performance greenscapes
Through the visioning workshops, stakeholders developed three alternative design concepts that were presented to the general public for comment (Pedestrian Promenade, Complete Street, and Festival Street).  From the comments, a preferred design concept emerged.
The Plaza-style, also called a Flexible street integrates the most favorable elements from the stakeholder's design concepts:
  • Tree Canopy: Ensures a healthy tree canopy in the future by replacing ailing and interfering trees with disease-resistant, street-appropriate species.
  • Balance users: Increase pedestrian use and accessibility, providing seating, use vegetation to provide separation from vehicles, allow flexible use of space for events such as the Wednesday Market and festivals.
  • Vehicular and Parking: Maintain existing traffic flow, manage speed, accommodate emergency vehicle access, provide parking, and facilitate flexible use of vehicular space. The Flexible Festival Street will result in the net loss of four parking stalls.
Throughout the public participation process, the public expressed wide support for street closures for fairs, festivals and markets. In addition to cafes and retail space, the public comments reflect a desire to see public pedestrian spaces without curbs and a raised intersection at Main Street and Park Lane for entertainment. Raised crosswalks, especially at the entrances to Park Lane on both the west and east end, rain gardens or other Low Impact treatments, and a healthy tree canopy were all design elements with strong community support.
