The City of Kirkland Passport Acceptance Facility is currently open to the public.

In-Person Passport Appointment: If you do not bring the required documentation, we will be unable to process your passport application and you may be asked to reschedule your appointment to a new time. Please review the Passport Application Checklist(PDF, 1MB) before your appointment. 

Minors:  All minor applicants and both parents must be present at the appointment time.

IMPORTANT: If you are an adult with a passport that has not been expired more than 5 years, you do not need to be seen by an agent to renew your passport.  Please visit U.S. State Department online for more information.

IMPORTANT:  For Minor Applicants, both parents and applying child must be present at time of application appointment. If one parent can not be present, they may fill out the DS-3053 form. The applying parent can submit the notarized DS-3053 with front and back copies of the second parent's ID.

Renewals

The City of Kirkland Passport Acceptance Facility does not process adult renewals.

Renewals are submitted by the applicant to one of the two addresses listed on the DS-82 Form.

Fees

Passport Fees 

- Passport fee must be a check or money order payable to U.S. Department of State. Checks must be pre-printed with account holder's information as well as account and routing numbers.

- Execution fee may be paid by a check or money order to The City of Kirkland, cash, or Visa/MasterCard.

- We cannot accept incomplete or overpayments and payment is required at time of service, so please double check all fee amounts and bring extra checks/cash.

Expedite Fee and Overnight Return

An expedite fee of $60 can be added to your check to the U.S. Department of State in order to receive your passport in up to 12 weeks. (The expedite fee is per applicant.)

For overnight return service, please add an extra $19.53 to the U.S. Department of State check or money order.

Before checking in with the Agent you must have photocopies of all original documents, and the following:

1. Two forms of payment required. One payment for US Department of State and a separate payment for the City of Kirkland

2. Completed and unsigned passport application

4. Original Certified Birth Certificate or Original Naturalization Certificate

  • Front and back photocopies required
  • required for all applicants 15 and under regardless of previous passport

5. Most recent passport (current or expired), if you have ever had a passport

  • Previously issued Passport Book and/or Passport Card are required and must be submitted with your application
  • If your Passport Book and/or Card is lost or stolen, please submit the required DS-64 form

6. Valid Photo Identification *16 years and older*

  • Primary Photo ID: WA State ID or Driver License, Valid and undamaged Passport Book or Card
  • Out of state photo ID requires secondary photo identification
  • 16 & 17 yr old if no WA State ID: can use school ID, parent photo ID and required parent signature

7. Name change documentation: This may include a certified or original marriage certificate, adoption decree, divorce decree, or court order, plus front and back photocopied

1. How do I apply for a passport?

City of Kirkland Passport Acceptance Facility is open for passport application services five days a week by appointments only. Please schedule your appointment online.

2. What do I need to bring with me to my appointment?

Please be sure to read the Passport Applicant checklist(PDF, 734KB) before you schedule your appointment. Masks are required to be worn upon entering City Hall.

If you are an adult renewal that has NOT been expired more than 5 years: YOU DO NOT NEED TO BE SEEN BY AN AGENT.  Please contact the U.S. State Dept. for more information

If you are either a first-time applicant, renewing the passport of a minor, or replacing a lost or stolen application, the following items are needed for processing:

  • Two fees are required:
  1. A personal check, money order or cashier’s check made payable to the US Department of State for all Passport Application fees.
  2. Cash, credit card or check for payment made payable to the City of Kirkland for the Execution fee
  • A completed and unsigned DS-11 Passport Application.
  • One professional passport photo. 
  • Original Citizenship documentation and a photocopy of the front and back
  • Your most recent passport, if you’ve ever had a passport.
  • Photo ID: if the application is for a minor, the parents’ ID is required.
  • Original Name Change documentation; this may include a certified or original marriage certificate, adoption decree, divorce decree or court order.
  • All persons applying for a passport must be present; this includes infants, children and parents. Both parents must be present when applying for a minor, 15 and under.

3. What if I don’t have a state-certified birth certificate?

You may obtain a state-certified birth certificate by contacting the city or town where you were born, or you may order one at VitalChek, or by phone: 1-800-255-2414.

4. How long does it take to get a passport?

Routine service can take up to 18 weeks from the day an application is submitted at an acceptance facility. Expedited service is available for an additional fee of $60 and can take up to 12 weeks the day an application is submitted at an acceptance facility.  It may be possible to improve these timelines by paying for Overnight Delivery Return Fee. Expedited service may be necessary if you have immediate travel plans, or if you are going to a country that requires a visa for travel (you must have your passport in hand before you can apply for a visa).

5. What if I need a passport in a hurry?

Passport applications can be expedited for an additional fee. If you are leaving in less than 14 days, you will need to call the Seattle Passport Agency Office at 1-877-487-2778 to schedule an appointment.

6. Can I track my passport application online?

Yes. You may track the status of your application online in approximately 5-7 days from the date of the application (you will need to enter your first and last name, last four digits of your social security number and your birthdate) by visiting Travel.State.Gov.

7. Do children or infants need passports?

If traveling internationally by air, you must have a passport regardless of age. If you have questions regarding a specific country's requirements, you can find them by visiting their government travel page. For land and sea travel into Canada, Mexico, the Caribbean and Bermuda, a passport may not be required for minors under 18.

8. Can I apply for a passport by mail?

Yes, you may apply by mail under the following circumstances:

  • You already have a passport that is not damaged; and
  • It was issued within the past 15 years; and
  • You were at least age 16 when it was issued; and
  • You still have the same name as in passport (or you can legally document your name change)

9. For passport renewals for minors, what do I need to bring?

You will need to bring the expired passport with an original or certified copy of their birth certificate, and both parents (if under the age of 16). One new photo and their social security number will also be needed on the application.

10. What if my passport has been lost or stolen?

Report the loss on Travel.State.Gov or complete Form DS-64 when you apply in person for a new passport. If you are traveling abroad, immediately report the loss to local police authorities and the nearest embassy or consulate.

12. What if I have had a name change?

If your most recent U.S. passport was issued less than one year ago, use form DS-5504. Include certified evidence of name change or other change in descriptive data and one new passport photo and mail it to address on form to get a new passport free of charge.

If your valid U.S. passport was issued more than one year ago, use form DS-82. Include certified evidence of name change or other change in descriptive data, one new photo and a check, and mail it to address on form.
