COVID-19 (coronavirus) is an active situation that changes frequently. The City of Kirkland is proactively monitoring public health information for any potential implications for our community.
According to current plan, Healthy Washington - Roadmap to Recovery, regions across the state including King County entered Phase 1 of Healthy Washington on January 11, 2021. In Phase 1, we will continue to operate as we have been under the current temporary restrictions with some additional fitness, entertainment and sports activities allowed at a limited capacity.

Status of City Operations
All City facilities are currently closed to the public in alignment with Governor Inslee’s Safe Start Washington plan for reopening.
Many City services are available online or by phone at 425-587-3000. Residents can also use the Our Kirkland portal to access services and ask questions.
City staff that are able to work remotely are doing so. City staff that are not working remotely are practicing social distancing and public health guidelines for slowing the spread of COVID-19.
Staff are available by phone and email to assist customers and answer questions. Staff will be monitoring email and voice mail messages during regular businesses hours and will respond to voice mail or email messages as quickly as possible.
The City of Kirkland Fire and Police departments continue to respond to emergency calls. In case of a life-threatening emergency, residents should call 911 right away. For non-emergencies call 425-577-5656.
First responders are following Public Health guidelines for Personal Protective Equipment (PPE) to protect the community and themselves.
Residents should not call 911 to report violations of Governor Inslee’s Safe Start Washington plan, as these lines need to be kept clear for emergencies. Violations of the Governor’s order can be reported via this online form.
To help ensure public safety and align with the Governor's Safe Start Washington plan for reopening, City Council meetings will be live-streamed on the City website, or can be watched on TV on Comcast Cable Channel 21 or Ziply Cable Channel 31. Council Chambers will not be open to the public during Council Meetings during the pandemic. The City Council encourages participation from members of the public, who can provide comment in advance of the meeting via email or phone. Additionally, Council will accept live spoken commentary under 'Items from the Audience' at regular meetings via Zoom on a computer or telephone connection.

Service of Process
During the City Hall closure, process service is being accepted by appointment only. Please contact the City Clerk’s office at 425-587-3190 or via email at CCO@kirklandwa.gov to schedule an appointment. We regret that same day service may not be available.
Although City Hall and the Development Services Permit Center are closed to walk-in customers to slow the spread of the novel coronavirus (COVID-19) and minimize infections, Development Services continue to provide services over the phone and electronically. Staff is available by phone and digitally to assist customers and answer questions. There have been changes to inspection and development services during the pandemic. If you have received a notice that your permit is expiring, we are offering a 45-day extension due to the Governor's "stay at home" order. To receive the extension, please call 425-587-3600 and ask to speak to a permit technician.

Finance & Administration Department

During the current Emergency Proclamation all utility charges and taxes otherwise provided for in titles Five and Seven of the Kirkland Municipal Code have been temporarily deferred and suspended. Late fees, penalties, or interest payments that might otherwise have occurred during such deferral and suspension are also waived. Deferrals will be granted upon request.

Parks and Community Services
*NEW September 21* The City of Kirkland Parks and Community Services Department reopened playgrounds that had been closed earlier this year to prevent the spread of COVID-19. Additionally, waterfront parks have returned to their regular closing time of 10 p.m. These parks had been closing earlier to stop late night large gatherings and parties. The City has implemented its "Play It Safe" plan for reopening parks facilities and summer programming that respond to community concerns, human service needs, and public health and safety requirements to slow the spread of the COVID-19 coronavirus.
The "Play It Safe" plan addresses how park amenities and programming would reopen under Governor’s Inslee’s “Safe Start” approach, including special events, community pools, informal and organized athletics, and outdoor amenities such as trails and swim beaches.
