COVID-19 (coronavirus) is an active situation that changes frequently. The City of Kirkland is proactively monitoring public health information for any potential implications for our community.

On March 22, King County entered Phase 3 of the state's Healthy Washington - Roadmap to Recovery plan, which will allow more activities to resume. Businesses, restaurants, gyms and museums will be allowed to increase capacity from 25 percent to 50 percent.

Phase Finder, the state’s online vaccine eligibility tool, is no longer required to verify COVID-19 vaccine eligibility. Further, on March 31, Gov. Jay Inslee announced that as of Thursday, April 15, all Washingtonians over the age of 16 will be eligible to receive a COVID-19 vaccination.

Phase 2 Guidelines

King County, including Kirkland, is currently in Phase 3 of the Healthy Washington - Roadmap to Recovery phased plan for reopening.

As we face new more contagious COVID-19 variants, we must stay as vigilant as ever to keep businesses open and COVID activity trending down. In addition to wearing well-fitted masks and social distancing, Public Health—Seattle & King County encourages businesses and facilities operating indoors to prioritize ventilation and air flow, plus outdoor, takeout and curbside offerings.

Vaccinations

Phase Finder, the state’s online vaccine eligibility tool, is no longer required to verify COVID-19 vaccine eligibility. Further, on March 31, Gov. Jay Inslee announced that as of Thursday, April 15, all Washingtonians over the age of 16 will be eligible to receive a COVID-19 vaccination.

People who want a vaccine should check the Washington State Department of Health’s (DOH) eligibility summary on the DOH webpage to find out if they are eligible to get vaccinated. Those who are eligible can then use Vaccine Locator to find an appointment. Those who visit the Phase Finder site will be directed to Vaccine Locator. The Washington State Department of Health (DOH) has informed vaccine providers of this change. DOH has asked that providers no longer require Phase Finder to schedule an appointment or ask for it when patients arrive for their appointment.

Vaccine Locator is available in 30 languages and will add seven more languages by the end of April. Those who have further questions or need help making an appointment can call the state’s COVID-19 information hotline at 1-800-525-0127, then press #. Language assistance is available.

The state remains in Phase 1B2, and on March 31, vaccine eligibility opened to people in Phase 1B tiers 3 and 4. We remain in this phase until Thursday, April 15, when vaccine eligibility expands to all Washingtonians over the age of 16.

Status of City Operations

All City facilities are currently closed to the public in alignment with Governor Inslee’s 
Healthy Washington - Roadmap to Recovery plan for reopening.  

Many City services are available online or by phone at 425-587-3000. Residents can also use the Our Kirkland portal to access services and ask questions.

City staff that are able to work remotely are doing so. City staff that are not working remotely are practicing social distancing and public health guidelines for slowing the spread of COVID-19. Staff are available by phone and email to assist customers and answer questions. Staff will be monitoring email and voice mail messages during regular businesses hours and will respond to voice mail or email messages as quickly as possible.

In November of 2020, the Kirkland City Council honored all City employees with Outstanding Service Awards for their unwavering commitment to public service during the pandemic. Additionally, City Manager Kurt Triplett honored members of staff whose devotion to service and exemplary ability to navigate the challenging landscape of COVID-19 was truly extraordinary. Lastly, the Council recognized key City leaders as "Epicenter All Stars."

Emergency Response

The City of Kirkland Fire and Police departments continue to respond to emergency calls. In case of a life-threatening emergency, residents should call 911 right away. For non-emergencies call 425-577-5656. First responders are following Public Health guidelines for Personal Protective Equipment (PPE) to protect the community and themselves.

Residents should not call 911 to report violations of Governor Inslee’s Healthy Washington - Roadmap to Recovery phased plan for reopening, as these lines need to be kept clear for emergencies. Violations of the Governor’s order can be reported via this online form.

City Council

To help ensure public safety and align with the Governor's Safe Start Washington plan for reopening, City Council meetings will be live-streamed on the City website, or can be watched on TV on Comcast Cable Channel 21 or Ziply Cable Channel 31. Council Chambers will not be open to the public during Council Meetings during the pandemic. The City Council encourages participation from members of the public, who can provide comment in advance of the meeting via email or phone. Additionally, Council will accept live spoken commentary under 'Items from the Audience' at regular meetings via Zoom on a computer or telephone connection.

Service of Process

During the City Hall closure, process service is being accepted by appointment only. Please contact the City Clerk’s office at 425-587-3190 or via email at CCO@kirklandwa.gov to schedule an appointment. We regret that same day service may not be available.

Development Services

Although City Hall and the Development Services Permit Center are closed to walk-in customers to slow the spread of the novel coronavirus (COVID-19) and minimize infections, Development Services continue to provide services over the phone and electronically. Staff is available by phone and digitally to assist customers and answer questions. There have been changes to inspection and development services during the pandemic. If you have received a notice that your permit is expiring, we are offering a 45-day extension due to the Governor's "stay at home" order. To receive the extension, please call 425-587-3600 and ask to speak to a permit technician.

Utility Billing

During the current Emergency Proclamation all utility charges and taxes otherwise provided for in titles Five and Seven of the Kirkland Municipal Code have been temporarily deferred and suspended. Late fees, penalties, or interest payments that might otherwise have occurred during such deferral and suspension are also waived. Deferrals will be granted upon request.

Fire Department

The Kirkland Fire Department continues to respond to emergency calls. In the event of a life-threatening emergency, residents should call 911 right away.

Parks and Community Services

The City of Kirkland Parks and Community Services Department reopened playgrounds that had been closed earlier this year to prevent the spread of COVID-19. Additionally, waterfront parks have returned to their regular closing time of 10 p.m. These parks had been closing earlier to stop late night large gatherings and parties. The City has implemented its "Play It Safe" plan for reopening parks facilities and summer programming that respond to community concerns, human service needs, and public health and safety requirements to slow the spread of the COVID-19 coronavirus.

The "Play It Safe" plan addresses how park amenities and programming would reopen under Governor’s Inslee’s Healthy Washington - Roadmap to Recovery approach, including special events, community pools, informal and organized athletics, and outdoor amenities such as trails and swim beaches.

Pet Licensing

Pet owners who license their pets during the COVID-19 emergency proclamation will have all late fees waived. Further, the proof of rabies vaccination requirement is waived if it is not available at the time of licensing. These temporary changes are to help make it easier for people to license their pets during this challenging time. Visit the Animal Services website for more information about pet licensing.
