In 2021, Planning and Building Department staff in coordination with the community and businesses in the Everest Neighborhood(PDF, 2MB) conducted an update of the Everest Neighborhood Plan chapter in the Kirkland Comprehensive Plan. After a year long community engagement process including formation of an Everest Working Group, study sessions with the Planning Commission, on December 14, 2021, City Council adopted the final Everest Neighborhood Plan (O-4774)(PDF, 11MB) .
This page summarizes the scope of work, process, public outreach plan and schedule that was used for the neighborhood plan update process. See the Moss Bay-Everest Neighborhood Plan Update Framework(PDF, 296KB) document. A simultaneous process occurred in 2021 to update the Moss Bay Neighborhood Plan.
- The process included conducting an online survey. Survey results are available in the Everest Neighborhood Plan Survey Summary(PDF, 602KB) document.
- Study sessions and a public hearing with the Planning Commission and City Council were held
- On June 8, 2021, a virtual workshop was held to gather information about participant’s future vision, priorities, challenges and opportunities for the Everest Neighborhood Plan. Workshop comments are available in the Everest Neighborhood Plan Workshop Summary(PDF, 276KB) document. The following workshop “wordle” was created by participants made at the workshop.

What is the Process?
A working group will be formed to work with staff on updating the Everest Neighborhood Plan which will include revisiting the vision statement and policies to determine if they are relevant for the future growth of the area. People interested in participating in the working group should contact staff below. A robust public outreach process will solicit input on revisions to the plan including public workshops, a survey and other opportunities. The community will have an opportunity to comment on the draft plans prior to the public hearing before the Planning Commission and final adoption by City Council by the end of 2021.
