Off-Leash Dog Areas

We Welcome You and Your Dog to Kirkland's Parks

Dogs are welcome in Kirkland Parks as long as they are on a leash. In order to preserve each of our park’s unique and varied environments, we ask our park visitors to cooperate with our City of Kirkland Municipal Code relative to bringing pets into the park on a leash.

Rules for Off-Leash Areas

Rules for Off-Leash Areas

  1. Off-leash dog areas are open from dawn until dusk.
  2. All dogs must be actively supervised by their owner or handler, who are responsible for the behavior of dogs under their supervision.
  3. Owners and handlers must clean up after dogs and properly dispose of pet waste.
  4. Dogs must be leashed when outside of the designated off-leash area. This includes parking lots and other areas of parks.
  5. Dogs in heat, aggressive dogs, and sick dogs are not allowed in off-leash dog parks. Leash and immediately remove from the area any dogs displaying aggressive behavior.
  6. All dogs must be up to date on vaccines and licensed.
  7. Do not bring or leave personal belongings in off-leash areas.

Kirkland Municipal Code

11.80.060 The provisions of Title 8 of the Kirkland Municipal Code shall apply in all parks. It is unlawful for any person to allow or permit any animal owned by him or within his possession or under his control to run at large in any park or enter any designated swimming area located therein. The director, acting pursuant to Section 11.80.220, may adopt rules prohibiting dogs or other types of domesticated animals from entering certain parks or certain portions of parks after consultation with the City Council. Provided, dogs may be allowed off-leash in designated off-leash dog parks, or in specific portions of parks designated as off-leash, or in designated parks during park hours that have been specifically designated as off-leash hours, so long as the dog is under control of the owner or handler.

Tips for Off-Leash Dog Areas

  • Keep an eye on your dog at all times.
  • You are responsible for your dog’s actions.
  • Please remember that other park visitors may be afraid of your dog.
  • Do not allow your dog to run and jump on other people or dogs without an invitation.
  • Be good to the grass.  Heavy use in a given area compacts soil and damages the turf.
  • Keep walking – you’ll see more, and get more exercise!
  • Dogs must be on a leash at all times unless you are in an off-leash area.
  • Pick up after your dog and dispose of the waste in containers provided throughout the park.

Pop-Up Dog Parks

The City of Kirkland will host pop-up off-leash dog parks during 2023 and 2024. The pop-up dog parks are fully fenced, and feature both a larger play area and a smaller play area.

We’ve heard the community desires more permanent off-leash options. Creating additional off-leash dog areas is an objective in our Parks, Recreation, and Open Space (PROS) Plan and has been included in our Capital Improvement Program. We look forward to creating more off-leash options for the community in the future.
