The City of Kirkland has made new funding available for those businesses who did not receive funding through the Kirkland CARES Small Business Relief Fund or the Kirkland Commercial Rent Relief Program or received less than $8,000 in funding from these programs. The City of Kirkland Small Business Relief Program will provide direct financial relief to small Kirkland businesses.

Award Amount: Businesses meeting program criteria can receive between $1,000 - $8,000 to support their business operations.

Program Timing and Process

Apply for Small Business Relief

  • Following the April 21 application deadline, a random lottery will select the sequence of applications for funding consideration.
  • Applicants will have three weeks to provide the required documentation and complete their applications.
  • Funding awards can be expected approximately mid-May 2022.

1. Set up a FORWARD portal account here.

  • Select "Create business, non-profit or landlord account"
  • Enter your business name and email address
  • Check your email for a password set link, click the link, and set up your password

2. Submit your Application.

  • Select "Apply" to the "Kirkland ARPA Small Business Relief Program"
  • Answer all questions to the best of your ability
  • Sign the signature at the bottom of the page by entering your name

  1. Must be located and operating within the boundaries of Kirkland
  2. Must have a current City of Kirkland business license
  3. Be open and intend to remain open
  4. Documented revenue losses and/or expense increases at least equal to the amount requested as a result of the COVID-19 health emergency during the lookback window March 1, 2020 – Dec. 31, 2021
  5. Documented general operating expenses over a three-month period at least equal to the amount requested
  6. Must have 1-10 FTE employees (Full Time Equivalent)
  7. Must not be a publicly traded company, governmental or municipal entity
  8. Must not have received any federal or other funding to cover revenue losses and/or expense increases for the period requested in the application (No double dipping).
  9. Gross revenues (2019-2020) less than $2 million
  10. Must not have received more than $8,000 in funding from the City of Kirkland CARES Small business Relief Fund or Kirkland’s CRRP fund
  11. Willing to submit a brief narrative attestation of need, and indication of how funding will provide stability for the business going forward
  • City of Kirkland Business License/Endorsement
  • Proof of business expenses during a 3-month period (March 1, 2020 through December 31, 2021) at least equal to the requested amount. Acceptable documents include invoices, ledgers, for allowed expenses such as rent, utilities, supply purchase, payroll, insurance or others. Examples of non-allowed expenses, debt service (other than mortgage), personal expenses, and late fees.
  • Year-on-year quarterly tax statements from the same quarters from either 2019/2020 or 2020/2021 (March 1, 2020 – Dec. 31, 2021) demonstrating revenue loss at least equal to the requested award amount.
  • Proof that the business is open
  • Completed W-9


How will the applications be reviewed?

Following the April 14 application deadline, program applicants will be sequenced by random lottery and contacted by program staff for further information. Applicants will have 3 weeks to submit documentation and complete their applications. Funding awards can be expected approximately mid-May 2022.

How long will I have to apply once the application portal opens?

Application window will be open for 2 weeks from 8:00 a.m. PDT March 31, 2022, until 5:00 p.m. PDT April 14, 2022. Applicants will be contacted to following the April 14, 2022, application deadline. It could take up to 3 to 4 weeks to receive funds following submission of required documents.

Is this program first come, first served?

No. Following the April 14 application deadline, program applicants will be sequenced by random lottery and contacted by program staff for further information

Who is LiveStories and what is FORWARD?

The City of Kirkland has partnered with LiveStories/FORWARD to manage the application process and distribute awards. LiveStories is a Washington state technology company that powers the FORWARD application portal. LiveStories offers application services for programs such as this nationwide.

Small Business Relief Program(SBRP) Fund Awards

What is the maximum amount of funds I can request?

The minimum amount is $1,000 and the maximum amount of the is $8,000. Kirkland reserves the right to modify (increase or decrease) award amounts depending on the number of applicants and funds available.

How do I know if I am selected to receive an award?

Program staff will contact you, look out for emails from LiveStories.

Is this taxable income?

Your accountant can advise you of any tax obligations regarding this program.

Does anything need to be repaid?

No, these funds do not need to be repaid. However, all taxes associated with the acceptance and/or uses of cash awarded are the sole responsibility of the individual awardee. Please contact your financial advisor or the Department of Revenue for questions related to your own situation.

Will receiving an award impact other federal assistance or unemployment insurance eligibility?

You will need to check with those assistance providers.

When will funds be awarded?

It is expected that funds will be awarded mid-May 2022.

How will funds be distributed?

Kirkland's partner, LiveStories/FORWARD, is able to provide ACH direct deposit, as well as sending out paper checks via USPS to the address on your W-9 or other location you designate. Awardees will make this decision after being selected.

What can the funds be spent for?

Funds from the SBRP are intended to support the operations expenses of Kirkland-based small businesses meeting the program criteria. Grant recipients will be required to sign an agreement prior to grant payment attesting to the use of grant monies for business general operating purposes, and requiring that documentation supporting such use of funds be kept by recipients in case of audit.
