TOD Development Approved by DRB On April 9, 2012, the Kirkland Design Review Board (DRB) approved a proposed mixed-use project at the South Kirkland Park and Ride property. The Transit Oriented Design (TOD) also includes expansion of the park and ride facility for additional parking stalls and a new transit loading area.
Project Description The development proposal includes construction of a four to five story mixed-use project for approximately 239 residential units (181 market rate; 58 affordable units), 10,440 square feet of commercial space, a 295 stall parking garage, and public open space.
On the north side of the South Kirkland Park and Ride campus, King County METRO plans on expanding the park and ride facility to construct a three story 530 stall parking garage, and reconfiguration of the surface parking lot and transit loading area. The parking garage is currently under design review in the City of Bellevue. At completion, the park and ride facility will increase the number of parking stalls from the existing 603 stalls to approximately 850 stalls Both projects will include green building techniques.
Background Following the approval of the new regulations for the South Kirkland Park & Ride site, King County, as the site's property owner, issued a request for proposals from development teams for redevelopment of the site in transit-oriented development. The seven acre site is in both the City of Kirkland and City of Bellevue.
In October 2011, after an extensive RFQ/RFP process including interviews by staff from King County, Kirkland, Bellevue, and A Regional Coalition for Housing (ARCH), Polygon Northwest was selected as the preferred master developer for the South Kirkland Park and Ride project. The Polygon team's approach, experience, financial capability , and commitment to sustainability were among the reasons for their selection. In addition to Polygon, the development team includes Imagine Housing, a nonprofit affordable housing developer active on the Eastside (including Francis Village project in Totem Lake); Weber Thompson as the lead architect for the project and SMR Architects as the architect for the affordable housing component.
