Environmental Impact Statement
Draft EIS document was issued on July 12, 2012. A 43-day comment period was provided to 5 p.m. August 24, 2012. The Draft EIS addressed land use, plans and policies, aesthetics, transportation and construction impacts. In addition, residential density was discussed in the land use and aesthetics analyses, wildlife was discussed in the scoping process and site remediation was discussed in the plans and policies section.
Final EIS document was issued on November 1, 2012. The Final EIS responded to comments on the Draft EIS received during the comment period and provided a discussion of key topics, based on those comments. The Final EIS also described a lower density alternative and a brief analysis of potential impacts of this alternative.
The EIS will be a guidance document for permit conditions.
Following the EIS process, a decision on the Shoreline Substantial Development Permit (SDP) application will be made. After any appeals on the SDP are processed, a building permit can be issued.
Background on EIS
Lobsang Dargey, the applicant, has decided to move forward with preparation of the Environmental Impact Statement (EIS) required by the City to meet the State Environmental Policy Act (SEPA). An EIS Scoping Notice was issued on August 4, 2011 with a 21-day comment period ending August 25, 2011. A final scope was determined on August 29, 2011 with a consultant selection process that followed in September 2011 based on the final scope of the EIS.
An informational meeting on the EIS process (meeting presentation) was held on Tuesday May 8, 2012.
