Lakeview Neighborhood Plan Update

City Council Action
Following a recommendation of approval from the Houghton Community Council and Planning Commission, the City Council held a study session on the neighborhood plan and code amendments on September 20, 2011. The proposed neighborhood plan, code amendments and design guidelines were contained in the agenda packet for that study session. The City Council took action on the proposed amendments at their regular meeting on November 15, 2011. The changes included a new Lakeview Neighborhood Plan as part of the Comprehensive Plan.
There were rezones in three areas:
(1) The Yarrow Bay Business District includes rezoning parcels in FCIII, PO and PLA 3A zones to new YBD subareas. New design guidelines will apply to new development within the business district.
(2) Rezoning parcels from RS 12.5 to a new PLA 3C zone. New regulations allow a residential density of 6 dwelling units per acre.
(3) Allowing small neighborhood retail and limited commercial uses in the PR 3.6 zone and rezoning a block from RM 3.6 to PR 3.6 zone.
A Municipal Code amendment was also included that allowed smaller lot single family infill development.
The neighborhood contains some areas with non-conforming densities. Citywide regulations for non-conforming densities will be reviewed in 2012.
Following City Council action, the Houghton Community Council took their final action on November 28th, 2011.
Public Hearings and Recommendation
On June 23, 2011, an open house was held and a joint public hearing was conducted by the Planning Commission and Houghton Community Council to provide an opportunity for public comment on the draft Lakeview Neighborhood Plan section of the Comprehensive Plan and related proposed legislative rezones, and Zoning Code and Municipal Code amendments. The hearing was continued to allow for additional discussion and written comment. On July 25 the HCC deliberated and recommended approval of the neighborhood plan and associated code amendments. On July 28, the Planning Commission recommended approval as well with some differences in wording on a couple of the policies.

Background
The City of Kirkland began working with the Lakeview Advisory Group in January 2010 within the Lakeview Neighborhood to update the neighborhood plan chapter of the Comprehensive Plan. The current Lakeview Neighborhood Plan was last updated in 1985. Neighborhood plans set forth the future vision and growth goals and policies related to land use, housing, transportation, and natural environment issues unique to the neighborhood and within the context of the citywide general goals and policies of the Comprehensive Plan and State Growth Management Act requirements.

Neighborhood Plan Update Objectives
- Develop a neighborhood vision statement, new goals, and policies
- Implement new policies with Zoning Code amendments
- Encourage and provide opportunities for residents to actively engage and take ownership in the process
- Conduct a reasonably fast update process that allows for public input but will not hold up other neighborhood plan update projects
- Combine private amendment requests with the study issues so that they do not dominate the plan amendment process

Advisory Group
The Lakeview Advisory Group was formed in 2010 to study topics and discuss a future vision for the Lakeview Neighborhood. The group met from January 2010 to August 2010 before making a recommendation to the Houghton Community Council and Planning Commission.

On October 29, 2009, a public open house was held to introduce the Lakeview and Central Houghton Neighborhood Plan update process. Residents, business owners, and representatives from educational facilities participated in a unique exercise known as the World Cafe. This exercise involved simultaneous group conversations about future land use, transportation, housing, and retail features and 10 to 20 year vision for each neighborhood.
