Divisions and Units
Under the direction of a Lieutenant, the Patrol Division is responsible for most patrol related law enforcement operations. The Patrol Division is the largest team within the Police Department and provides emergency services to citizens in Kirkland's corporate boundaries, 24-hours a day, every day of the year.
The Patrol Squads consist of shifts of officers who are responsible for providing the basic law enforcement service to the community. These services include response to crimes in progress, criminal investigations, and other emergency and non-emergency events. The Patrol Officers are the most visible police presence in the community and it is their job to provide primary law enforcement services to the citizens of Kirkland.
The Traffic Unit consists of Traffic Officers and Parking Enforcement Officers. Traffic Officers are primarily responsible for traffic enforcement, traffic collision investigation, and all other traffic related incidents. Parking Enforcement Officers (non-commissioned) are responsible for the enforcement of City parking regulations. The Traffic Unit also provides specialized services including technical accident investigation, selective enforcement, traffic control, DUI enforcement, traffic safety education, and liaison with public organizations and traffic safety groups.
The K-9 Unit is a fulltime unit that is specifically suited to respond to alarms, prowler calls, robberies, and other events where a suspect is present and/or has just fled. The K-9 Unit utilizes a specially trained German Shepherd, named Max, and provides services not only to the City of Kirkland, but to surround cities by agreement.
The Special Response Team is an on-call unit that consists of specially trained and equipped officers whose purpose is to deal with the most potentially serious types of police confrontations. Such events may include highly volatile situations, arrests of violent suspects, hostage situations, barricaded persons, hazardous search warrants, and other similar incidents.
The Crisis Negotiations Team is an on-call unit that consists of specially trained officers whose purpose is to communicate with barricaded persons, hostage takers, mentally unstable individuals, and protest or activist groups.
Under the direction of a Lieutenant, the Investigations Division is responsible for follow-up, long-term investigations, maintaining criminal intelligence, and undercover narcotics enforcement. The Investigations Division and the Patrol Division work closely in achieving investigative and enforcement objectives.
The Investigations Unit consists of Detectives whose primary duties and responsibilities include the follow-up investigation of all felony crimes and certain misdemeanor crimes. This may consist of developing additional leads in an investigation, preparation and service of search warrants, surveillance, preparation of suspect composites, gathering and processing evidence, recovery of stolen property, arrest of suspects, and preparation of cases for presentation in court.
The Family Violence Unit is staffed by a Detective and a civilian Family/Youth Advocate. The unit conducts follow-up investigation on domestic violence cases. The Family Violence Unit also oversees the Domestic Abuse Response Team (DART) which is an all-volunteer civilian program that provides support services to victims of domestic violence.
The Community Services Unit is responsible for community crime prevention programs, school resource programs, and neighborhood resource programs.
Under the direction of a Lieutenant, the Police Services Division is responsible for necessary tasks performed to support operational personnel. These tasks include communications, records management, corrections, training, and property management.
The Records Unit is responsible for records maintenance, processing documents, and communicating with the public. This includes processing case reports and citations, preparing documents for the prosecutor and court, and responding to requests from outside agencies and the public. Records personnel also provide customer assistance for the public who visit the Police Department lobby.
The Corrections Unit is responsible for booking, housing, and transportation of prisoners; and maintaining the security of the Correctional facility. The Corrections staff operate the jail, monitor home detention, manage the work release program, and conduct all prisoner transports to court and other detention facilities.
The Training Unit has a primary function of enhancing the basic training an officer receives as well as their future development. The responsibilities include developing and facilitating department training and maintaining records that pertain to department training. The training curriculum and programs are regularly reviewed and modified to ensure that training is accomplished consistent with the law, public policy, agency accreditation, advisory bodies, and the department's mission.
The Executive Division provides overall coordination of department activities, coordinates with other departments and agencies, prepares and monitors budgets, and provides personnel and payroll support. Executive Division personnel serve as Public Information Officers, coordinating effective relations between the Kirkland Police Department and the media representatives.
The Police Analyst conducts research and performs analysis of crime statistics for use in planning law enforcement activities, tracks crime patterns and trends, and publishes crime maps and law enforcement bulletins on crimes of interest, wanted persons, and other officer safety issues. The Police Analyst promotes the exchange of crime information among regional law enforcement agencies and coordinates the integration of GIS (Geographical Information Systems) for the department.
