LEOFF I is a state retirement system for Law Enforcement Officers and Fire Fighters that was established in March 1970. It was replaced with LEOFF II in October 1977.
The Kirkland Disability Board represents their LEOFF I members and was established in 1988. The Board is composed of five members:

- Two Council members appointed by the Mayor.
- One Law Enforcement Officer representative elected by the LEOFF I members within their department.
- One Fire Fighter representative elected by the LEOFF I members within their department.
- One Citizen-at-Large elected by the Board.
The role of the Board is to develop, amend and update the policy and procedures relating to their LEOFF I members. The Board also reviews, approves or denies payment of medical expenses, requests for pre-authorization of medical expenditures, disability leaves and applications for retirement.
The Board meets every third Tuesday of every other month at 4:30pm in the Norkirk room. First meeting of the year is held in January.
