David is a land-use planner and a Certified Sustainability Building
Advisor (C.S.B.A.). He leads Kirkland's Green Building Program and Team. David also serves on the Executive Boards of BuiltGreen™external link icon of King/Snohomish County and the Puget Sound Sustainability Roundtable.

Scott Guter, City Planner   Scott is a land-use planner. He reviews residential and commercial  projects, providing technical information on land use. Recently, Scott has been working on streamlining Kirkland’s permit processing for quicker plans review. He is also helping to create new code and development regulations to promote sustainable development practices throughout the city.

Tom Jensen, City Engineer  
Tom is the plan review supervisor for the Building Department, where he enables his staff to encourage green building while ensuring code compliance. He has expertise in environmental building systems and is a charter member of the MyBuildingPermit.comexternal link icon sustainability subcommittee, which was formed to facilitate green development throughout our region.

Stacey Rush, City Engineer    Stacey is a surface-water engineer. She reviews designs for stormwater systems on private development projects, provides technical information on low-impact development techniques, and performs field work conducting wetland and stream monitoring of mitigation projects. Recently, Stacey has been working on new code and development regulations to ensure Kirkland continues to meet or exceed state and federal surface-water standards.
