Kirkland issues marijuana retail business license

KIRKLAND, Wash. – Higher Leaf, the first retail marijuana business in Kirkland, was issued a business license on February 13. The retail outlet is located at 12525 Willows Road NE, Suite 60.

Initiative 502 (I-502), approved by Washington voters in 2012, legalized the possession of marijuana for adults age 21 and older. The initiative also created three separate license tiers: marijuana producer, marijuana processor, and marijuana retailer. However, having all three licenses is not permitted under I-502. The initiative does not allow a producer to also be a retailer or a processor to also be a retailer. The Washington State Liquor Control Board allocated two retail outlets within the City of Kirkland in 2013. The number of retail locations was determined using a formula that distributes the number of locations proportionate to the most populous cities within each county.
The City Council adopted interim zoning regulations for siting retail outlets in September 2014 and will be considering adopting permanent regulations at its March 3, 2015 meeting.
